The right to an account ensures that everyone who does not already have a bank account can open a bank account and access essential banking services.
If a bank refuses to open such an account, it does not have to provide a reason. However, the bank must inform the applicant about the option to contact the Banque de France. The Banque de France can then assign a financial institution to provide the account.
Basic banking services offered by Trade Republic:

Trade Republic as an online bank as an online bank does not offer the possibility to make cash deposits or withdrawals at a bank counter, cash deposit via ATM, check cashing-in or issue bank checks.

If a bank refuses to open an account for you, it must provide you with a "certificate of refusal" upon your request. This document outlines the reason for the refusal and is essential for initiating a request for the right to an account.
How to Request the Right to an Account
You can proceed with your request in one of the following ways:
Through the bank that refused your application
The bank can submit the request on your behalf at no cost. To do this, they will:
a)Ask you to provide all the necessary supporting documents.
b)Ask you to complete an application form for the right to an account.Directly with the Banque de France, you can initiate the request yourself by:
a)Scheduling an appointment with the Banque de France (you can do it online via this link).
b)Submitting an online application via their official website.
3.Through authorized organizations
You can also seek help from your departmental council, welfare office, or designated associations and foundations. A list of eligible organizations is available on the Banque de France website.
In addition to the certificate of refusal, you will need the following:
- A valid ID document (e.g., passport, national ID card).
- Proof of residence dated within the last three months. If you are a foreign national, you may provide proof of legal residence in another EU member state.
- Proof of professional activity (if you’re applying an account for your professional activity), dated within the last three months.
- A personal declaration of honor / Déclaration sur l’honneur stating the fact that you do not already have a bank account in France held under your name personally
